I Know What You Did Thirty-Seven Summers Ago
Jay and Sam welcome the mayor who is hosting a fundraiser at Woodstone Manor. The Mayor took Stephanie, the 17-year-old ghost who sleeps in the attic, to prom and says he tried to save her life. But Stephanie has a different story.

Mayor’s Fundraiser
Jay announces his restaurant, which has been closed since a parachuting accident involving a dancer and DJ who is now a ghost, may have a chance of re-opening. The Mayor is looking for a place to host a fundraiser for his campaign, and he has ties to Woodstone. The restaurant is approved to open for special events but can’t be open for regular business until it gets a new permit. But the permit office is taking forever. Jay hopes to use the fundraiser as a way to get the Mayor to put pressure on the permit office.

When the Mayor stops by to talk about the plan, he reveals that he once attended his prom on the property. He and his date were attacked by a man who broke free from a nearby facility who killed his date. The ghosts realize the attic ghost, Stephanie, was his date. Jay and Sam are happy to host the fundraiser, but something runs afoul when the other ghosts wake up Stephanie.
Stephanie’s Story
Isaac and Hetty thought Stephanie would be happy to see her prom date, but she comes down in a huff and tells Sam to throw the Mayor out. She claims that his story is false and that he didn’t save her but ran away leaving her to die. This puts Sam and Jay in a conundrum. They don’t want to celebrate someone for a false story but not supporting the fundraiser can leave them stuck waiting for a permit for a long time. They decide to go through with it which upsets Stephanie.

However, during the fundraiser, the pair break due to what they’ve been told about the events of that night. His slogan is about not running from problems, but Sam and Jay break and start hurling false accusations at the Mayor. During this, Isaac and Hetty have been talking to Nancy, the basement ghost, who was on the property that night since she died during a cholera epidemic. She saw everything and corroborates the Mayor’s story. Isaac and Hetty tell Sam but it’s too late. She tries to swing it that they knew the accusations were false and trying to build him up.
Stephanie’s Honor
Sam talks to Stephanie about her story and while putting up a front for a bit, she finally admits to lying. She then explains she was hurt because of what she saw during a memorial for her. Her date and her best friend started bonding and she thought it was because they had been together when she was alive and was hurt. She was holding a grudge about something she didn't understand.
The Mayor comes in and discusses what happened. He’s not inclined to help Sam and Jay after they accused him of lying about what happened with Stephanie. They try to play off their actions as being high since the fundraiser happened on 4/20. The Mayor’s wife comes in and it’s revealed that he married Stephanie’s friend. He tells them they bonded over losing her and grew to love each other. They named their first child, Stephanie, after her. She’s moved by how much both cared about her and remembered her years later. And the Mayor agrees to talk to the permit office to get things moving because of his connection to the property.

Hotboxing Pete
In the much more lighthearted B story of the episode, Pete learns that ghosts can get high. After Jay warned his crew not to light up on 4/20 due to the fundraiser, Pete decided to tail the lead cook so he could be a narc. He sits in the car with the cook who is lighting up. Ghosts may not be able to eat, but they can smell and this contributes to him getting a contact high due to being in the car with someone toking. Flower finds him in this state and encourages him to live a little despite the fact he’s been dead for nearly 40 years. Later, the rest of the ghosts join the cook in his car to experience the hotbox effect.

Rating
This episode helps bring in a ghost we see in short bursts. She’s not a major ghost, but she can bring major storylines when she appears. Stephanie is best used as a recurring character who has a major episode every so often, and this episode demonstrates this perfectly. Her jealous teenage behavior, due to the fact she died at 17 and has been stuck in purgatory since her prom night, perfectly explains why she acts like she does even if it nearly ruined the Mayor’s fundraiser and Sam and Jay’s restaurant.
Plus, this episode hits with the humor. Trevor telling Stephanie she’s too young for him because she died as a teenager rather than as an adult, then telling her she’s too old for him when she points out she would be in her 50s if she hadn’t died is perfect for this series. Plus, the narc getting high is always funny and Pete plays the role to perfection.
